Fixed \XF\Image\Manager::canResize has a bugged check

PHP:

public function canResize($width, $height)
{
    if (!$this->maxResizePixels === null)
    {
        return true;
    }

I'm fairly sure this check is broken, as there is no value you can store into maxResizePixels that makes that branch return true.
