Implemented Deploy File Chunking For Uploads

As resolutions on images and videos continue to go up, the ability to upload them becomes more challenging if the file is only sent via one connection. Breaking the same file into smaller pieces for the upload bypasses any server or proxy limitations and allows for nearly unlimited upload sizes.

As already staated here I think chunked/resumable (eg. reliable) uploads is a necessity as file sizes are increasing, especailly if they are very large (eg. videos).

Implemented in 2.4!

Never ceases to amaze me the number of times we coincidentally get flagged into some older suggestion when we are imminently about to announce it (chunked uploads has been planned since December).
